when using URLs with ampersands as descriptions in Namechanges, the SVG becomes malformatted

Bug Description

URLs with ampersands (example: http://test.com/a.php?b=1&c=2 ) get formatted correctly when used in the description field of regular nodes. However, when used in a namechange description field, it breaks the SVG.

When looking at the generated SVG it becomes apparent, that the nodes' URL ampersand gets changed to & whether the namechange description URL ampersand does not get changed at all. This breaks the underlying XML structure of the SVG so that the SVG will not be displayed.
