Just because X has behaved this way forever doesn't make this user friendly behaviour.
Besides - it doesn't require new code - just include glipper by default and add it to the panel.
I've been using Linux for a while and it's still annoying when clipboard data is lost... I added glipper but it's buried in synaptic and then you have to add it to the panel (not even in add/remove... not that any user would know to look there)
