visual-bell-type frame-flash does not work

Bug Description

I tried to enable visual bell, frame-flash type, by doing:

gsettings set org.gnome.desktop.wm.preferences visual-bell true
gsetings set org.gnome.desktop.wm.preferences visual-bell-type 'frame-flash'

The issue is that while visual bell gets enabled, it always flashes the whole screen. I am trying this by pressing backspace in the terminal app.

Ubuntu 17.10 (artful) reached end-of-life on July 19, 2018.

I can confirm that in 18.04 and Wayland this works as expected and only the frame flashes.
