New osd-notify notifications should not have an empty title

Bug Description

Binary package hint: gnome-settings-daemon

When sending icon-only or icon+value notifications to notify-osd, the title string should not be empty.
For example, if it is a volume indicator, it should send "Volume" as the title (translatable , of course).

I updated the examples for C, Python and C# at https://wiki.ubuntu.com/NotificationDevelopmentGuidelines to state this as "best practices".

This is required for both accessibility and automated testing. Setting priority to High since broad test coverage of the new notification system is a Jaunty release target.

I understand from Eitan that a patch is available (please provide a link).

Mirco, can you confirm that the fix has been integrated in notify-osd and close this bug if this is the case. I'll update the gpm/gsd patches once i know it's safe. Thanks

Fix committed for gnome-power-manager. The "Brigthness" title is i18n'ed too. See LP #329296.
