Low-battery popup icon occurs every percentage point change

Bug Description
Gnome-power-manager pops up a window from the menu bar with the information that the battery is low. This message automatically disappears after 5 seconds.
The message is repeatly shown for every percentage point change or time change after this point. Approximately once every 30 seconds!
To reproduce.
1. Unplug from AC power
2. Wait until battery level reaches the configured "low" value (eg. 20%).
3. Watch as the message is repeatedly flashed up and down.
