Panel Window List does not have a "Move to Monitor" option

Bug Description
The panel window list has options to move the window between workspaces, but it does not have an option to move the window between monitors, when the user has two.
Use case: Maria has two monitors, but the second one is off (because she only uses it occasionally). Yesterday, when she used her favorite app, she moved it to her second monitor, but today this monitor is off and she opened the app. How can she move the app to the primary monitor, if she can't see it on the second monitor to drag (because the second monitor is off)?
This happens with me a lot.

Thank you for bringing this bug to our attention. However, a paper cut should be a small usability issue, in the default Ubuntu install, that affects many people and is quick and easy to fix. So this bug can't be addressed as part of this project.
