Seemed that starting gnome panel with an empty ~/.gtk-bookmark file will crash gnome-panel.

In grnome-panel 2.22.2-0ubuntu1 the problem seems solved. The panel reloads with no bookmarks available.

Triaged - I had edited .gtk-bookmarks manually and thought it would support $HOME and not need to include the absolute path to the resource. Sadly, it doesn't. I didn't realize that would cause the panel to crash though.
