Click IA-sound->Sound Preferences... does not raise preferences window if already running

Bug Description

If the Sound Preferences... dialogue is already open, but further down the window stack and the user does:

  1. IA-sound->Sound Preferences...

then the dialogue will remain at the bottom of the stack. It probably needs mpt to confirm what should happen but I suspect that it is one of:

  a. Sound Preferences dialogue is raised to top
  b. Sound Preferences dialogue sets urgent on Launcher

The best way to do this would be to patch Gnome Volume Control so it should raise itself if it receives the same spawn signal from the sound service using something like gtk_window_present_with_time()
