Bug Description

Dear Developers,

I using Ubuntu Oneiric with Orca Screen Reader.
Unfortunately GNOME developers doesn't associated lot of preference dialogs with the mnemonic_widget property or Accessibility related properties with real dialogue widgets for labels, and Orca Screen Reader this situation doesn't spokening a widget label with presenting the screen.
A typical example if you launch GNOME Control Center in Oneiric, and activate for example the power management related preference tool.
You will be see all labels in the screen, but a screen reader user only hear for example comboboxes items, but not known what meaning the actual combobox vidget, what the real label a combobox widget.

I maked a little patch with partialy fix this problem, but the main headers labels (on battery and when connected) is doesn't spokening now.
Other labels are spokened right if I applied my patch, but need spokening too the header related labels I think before real label of a widget.

I attaching my starting point patch to you review I what changed the UI file, but I please give your hint to I fix this problem entire.

I would like reviewing all GNOME Control Center preference dialogs with screen reader perspective, and I welcome would like working this type fixes when beginning Precise development cicle.

is that still an issue in precise? upstream did some fixes for that this cycle but not sure how complete they are, we should review that before the end of the cycle

Yes, this is still an issue with raring.

The specific example given in the bug description is still broken.
1. Turn on Orca
2. Open System Settings>Power
3. Tab to "When the lid is closed." Orca doesn't read "On battery power" or "When plugged in" so I imagine it would be pretty difficult for a blind user to figure out what those two combo boxes do.

This is a problem with the Ubuntu patch to add the "when lid is closed" setting. The GNOME power settings panel has fewer options and therefore wouldn't be affected.
