Cannot set Monday as the first day of the week in calendar

Bug Description

In System Settings -> Time & Date it is not possible to modify the monthly calendar (available from the top-middle clock) to start week not on Sunday, but on Monday.

Mine starts on monday, I do not remember changing anything in the settings. might have to do something with locale settings.

I selected English language and Czech keymap in setup. Is it possible to change the language to different flavour at install time? I could install Czech language support and set the formatting to Czech (which sets 1st day to Monday), but
1) I want my whole eOS in English, no Czech monthnames etc.
2) it seems as a bit of overkill to have to install all that

After another install I found out that I am now able to download "missing language packs" and then switch between US and UK locale within the already installed English pack, the latter locale having week start with Monday. This bug can probably be closed.

I think this bug shouldn't be closed: everyone should be able to set this as they want. Your preferred first day of the week doesn't necessarily depend on the language setting you have.
I am using an Australian locale but I would like to have Monday as the first day of the week as this is a cultural thing and has always been the case in my life.
Furthermore, Sunday as the first day of the week is a Christian and Jewish heritage, which is pretty obvious to most people. The user should be able to set their preference, regardless of it being for cultural, habitual or religious reasons.

I also think this should be configurable and not necessarily based on the language choice.
Many people in my country like to have their OS in English (while it's not their main language) and the normal week start day is Monday.
