Bug Description

1. Turn on Orca screen reader.
2. Open System Settings>Online Accounts in Unity

Tab to the left sidebar and use the arrow keys as necessary to select "Add account". Tab again to select the right side of Online Accounts. The "All applications/Gwibber/Google docs search plugin, etc." combobox is read without the context of "Show applications that integrate with".

If you actually do select an account provider to add it, virtually the entire authorization page is "invisible."

Or once you've added an account, select it in the left sidebar. Tab again to focus the right half of Online Accounts. Most of the information is not read.

Also, the "Legal notice" button has the default focus a lot which is annoying.
