default_aggregation_methods configuration is not effected when upgrade gnocchi indexer.

I have add default_aggregation_methods in /etc/gnocchi/gnocchi.conf, but it doesn't work when we execute gnocchi-upgrade command. The default default_aggregation_methods in indexer is still ['mean', 'sum', 'last', 'max', 'min', 'std', 'median', 'first', 'count'] list which specified in ArchivePolicy object.
