Bug Description
Normally operators are not expected to configure anything in the *paste.ini files, even thought it resides in the /etc.
Now, if you would like to use keystone authentication you need to change the pipeline settings in the api-paste.ini .
The openstack services are using the DEFAULT section auth_strategy option for switching to 'keystone' authentication.
Please try to be similar to the other services in this matter.

Attila, there is an auth_mode to configure that since 3.1.
