Bug Description
Since [1] has been merged in ceilometer, the metering volume related resources also should be in gnocchi.
More and more VMs are booted from volume, in the meantime the volume snapshot resource will be created more in a cloud environment. For cloudkitty, we should rating the volume snapshot, which collect data from not only ceilometer but also gnocchi. [2]
