Bug Description
It's not a bug, but a wish list.
I'm currently deploying Ceilometer / Aodh / Gnocchi to work together and boom. I need to create some archive policy in Gnocchi.
Of course I could RTFM or read how devstack does and do it myself in my deployment.
Though I think a default policy and a default policy rule would be awesome for running Gnocchi out of the box.
