Bug Description
Having a way to make a copy of a metric to a new metric using a different archive policy would be neat.
We are not going to be able to copy to an archive policy that is smaller grained in its definition (e.g. 1h -> 5min) but we could do that for archiving metrics to more coarsed-grained archive policies.

to extend this. it'd also be good (and probably easier) to support changing the timespan (without creating a new metric)
