Annotations do not allow duplicate naming

Bug Description

Only annotations of annotations (i.e. the kind that are initiated by right-clicking on an annotation in the tree) allow a name to be reused. Annotations that are attached to a string of text in a document do not allow duplicate names. This won't work for me. My user's need to able to go through the document, for example, and highlight every thing they identify as an "object" and call each one "object" no matter how many objects there are.

This feature is added. Before using the program, we need to update the database using: "alter table documents drop key proj_id". Then we are able to add duplicate annotations to different locations in a document.

It turns out that I could use this feature too, so it is good to see that the fix is committed. Looking forward to the release.
