Allow retargeting of annotations

Bug Description

If an annotation is assigned to the wrong span of text, it is not currently possible to change the target span. Currently, one would have to delete the annotation and start again. Is this good enough, or should we put time into a target editing tool?

I don't think this needs to be a high priority. It's easy enough to copy an annotation, re-assign it to the proper span of text, and delete the erroneous annotation.

I agree with you Yin. We can use copying/delete for now, but for the record,
that won't be a good long-term solution, because when the comment you're
retargeting has its own dependent comments, copying will have to be done
with attachments included, and this creates duplicates of the subordinate
comments as well, which is almost certainly going to lead to confusion.

So, in the long run, retargeting is necessary, but for now, we can live
without it.
