Please move away from waf as buildsystem

Bug Description

I would like to get glproxy packaged for Debian, but it currently uses waf as buildsystem.

waf is not welcomed in Debian for reasons outlined in the thread starting at [0], see in particular Ian Jackson's position on the matter [1].

While the use of waf doesn't prevent the upload of glproxy to Debian, it's certainly a maintenance burden.

The problem described on the mailing list can be entirey fixed by including the full source distribution of Waf in the package, rather than just the self-extracting Waf script.
