Comment 2 for bug 500236

I'm with Daniel on this. If you have Always on top active you will
ALWAYS see the window and can easily click on it. It's far easier to
click a large window then a small taskbar entry. And there is less
duplication of visual information on screen.
But if it's not Always on Top then it makes sense to have it in the
taskbar so you can select it from there.
