Snippets menu should be the first item

I use Glipper for Ubuntu (19.04 in my case) on a machine with a Dell E1914H (18.5", 47.01 cm VIS) monitor that has a maximum resolution of 1366 x 768 (16:9). With the default setting of 20 for 'Number of items in history', the Snippets menu becomes inaccessible in the GClipper dropdown menu when there are 20 items in history. This problem could be solved by reducing the number of items in history. However, by pinning the Snippets menu item to the top of the dropdown menu, not only can the number of items in history extend up to what can be accommodated on the screen but also the number of snippets can also extend up to what can be accommodated on the screen as it is collapsible.
