Glare

Unable to run Glare API, after trying to upload a package (TOSCA) with large number of files. The package will remain in "saving" in the DB for all of those files.

Bug Description

1. Upload a "tosca" package with about 1001 tosca yaml files, notice that the upload in CBND fails, but all the files in glare_artifact_blob is in "saving" state.
Further after this, glare list cbnd_tosca_templates gives, http 400 in the command prompt.
