split glance package into glance-api/glance-registry

Bug Description
A glance deployment typically has multiple glance-api servers and only a single registry. We should split the glance package into multiple packages:
glance-common (common dirs and stuff used by both glance and registry servers)
glance-api (API servers including all the caching commands)
glance-registry (Glance registry stuff)
For now python-glance can continue to contain all the actual code. It might be worth splitting this out as well in the long run as well.
