oslo_limit section not clear

In https://docs.openstack.org/glance/yoga/install/install-ubuntu.html it is not clear whether oslo_limit is required and the example does not explain concepts such as MY_SERVICE and ENDPOINT_ID adequately. I have read the oslo.limits docs and I am still no wiser.

    Quota configuration: improve example oslo_limit section

    This patch:
    - uses "glance" instead of "MY_SERVICE";
    - uses the already existing public glance endpoint id rather than
      "ENDPOINT_ID";
    - uses the already existing "GLANCE_PASS" rather than introducing
      "MY_PASSWORD".
