api-ref: versions response needs an update

This bug tracker is for errors with the documentation, use the following as a template and remove or add fields as you see fit. Convert [ ] into [x] to check boxes:

Shows current version of the API as 2.9; whereas it's at least 2.15 now.

Also, everyone finds the "Version History" part of the doc confusing. (Sorry!) Could use a rewrite.

Version 2.9 is for the Glance Server API, and version 2.15 is for using Cinder as backend storage with Glance.
I don't think it's a problem, but it's possible to make a separate doc to indicate functionality support in the Glance API version
