HTTP 410 Gone: Error in store configuration. Adding images to store is disabled.

openstack release: Red Hat OpenStack Platform release 16.1.3 GA (Train)
openstack glance --version : openstack 4.0.1

Error: HTTP 410 Gone: Error in store configuration. Adding images to store is disabled.

While creating image from Opens tack CLI it is created first it was successfully created but next time by using same command to create another image it is giving below error:

openstack image create MME-Waltham-PXE-cxp9025898_4r113f01_1dot52 --disk-format qcow2 --file sgsn-mme_pxeboot_cxp9025898_4r113f01.qcow2 --property description='Ericsson MME1.52' --container-format bare
