not possible to download volume-backed image from glance

Bug Description
Hi,
it looks like when i try to download a volume backed images (locaion cinder:
glance image-download --file <output-file> <image-id>
and
openstacj image save --file <output-file> <image-id>
this results in a zero byte file.
Has been tested on train installed with openstack ansible.
Is this a known bug?

Hi Thomas,
can you check if your deployment contains the rootwrap filters file[1]
If the file doesn't exist then it's not possible to create image using glance cinder store.
Also if openstack ansible doesn't install this file by default, it would be good to let the team know about it.
