Images API did not have version bump when cinder locations uri changed to support multi-store

Bug Description

As part of making Cinder store driver multi-store compatible, we changed the location URI format for the cinder stores. This URI gets posted via Images API when "show_multiple_locations" is enabled. What we did not do is to bump the API version to indicate that there was a change.
