Bug Description

Periodic jobs are failing for python 3.5 version with error:

functional-py35 create: /home/zuul/src/git.openstack.org/openstack/glance/.tox/functional-py35
ERROR: InterpreterNotFound: python3.5

This issue was fixed in the openstack/glance 19.0.0.0b1 development milestone.

The fix ended into the-then master, but never into stein. As the supported Python 3.x version for 3.6, I proposed a backport of the patch.
