hwrng only works if the flavor property is also set

Based on our tests, the hw_rng_model image property only has an effect when the flavor also has the HWRNG enabled via hw_rng:allowed.

The code at https://git.openstack.org/cgit/openstack/nova/tree/nova/virt/libvirt/driver.py#n4704 shows both are needed.

I would therefore suggest to include in the image properties documentation that the hw_rng_model image property is only effective if the flavor also has hw_rng:allowed set to true.

    This property requires configuration on the Nova side for it
    to have an effect; make that clear in the documentation.
