glance image stage fails with 500

Returns a 500 when enable_image_import=False. Should probably return a 404.

Also having some problems when enable_image_import = True. Code is trying to set the image status to 'uploading' and it's causing a 500.

    Fix 500 error from image-stage call

    Adds a RequestDeserializer for the stage and adjusts the image
    status transitions so that they can handle the 'uploading' status
    of an image with data in the stage.
