openstack image create fails to support qcow2 conatiner format

openstack image create: error: argument --container-format: invalid choice: u'qcow2' (choose from 'ami', 'ari', 'aki', 'bare', 'docker', 'ova', 'ovf')

tried bare as syntax claimed support for

500 Internal Server Error

This is an ubutntu xenial

Any Rackspace folks can possibly point since Hypervisor vendor is Xen does it mean qemu can not support qcow2 conatiner format, if so are there any pointers to fix this?

Thinking this could work with ubuntu 14.04LTS image met the same fate
openstack image create --container-format bare --disk-format raw --file trusty-server-cloudimg-amd64-disk1.img trusty-server-cloudimg-amd64-disk1.img

You make mistake in container-format argument. As you can see in documentation -
Container format can be one of the following formats:
aki, ami, ari, bare, docker, ova, ovf.
Disk format can be raw or qcow2.

So, try command like this -
$ openstack image create --disk-format qcow2 --file Fedora-Cloud-Base-25-1.3.x86_64.qcow2 Fedora-Cloud-Base-25-1.3.x86_64.qcow2
