Bug Description

When a glance image is deleted the 'Image Name' column in the Dashboard for non-admin users displays as '-' instead of the image name. Admin users can still see the image name in this column so the information is being retained in the DB and displayed appropriately.

This is a problem for operators and users because I often refresh/recycle glance image names (ie 'Ubuntu 16.04 - latest' and the side effect of this use case is not very desirable.
