Glance doesn't return direct_url if location is None.

Bug Description

When turn on the show_image_direct_url option, the image-show should return the image's direct_url. If the image has no locations, it should return ''. But now Glance return nothing when show a queued image.

We should make the behavior same as the show_multiple_locations option does.It will indicate it's allowed to show direct_url but it's just non-existent.

I'm not sure how treating location as special case would be bug. IIUC we do not return anything else with None value either.
