Wrong set of default sort keys in v3

Bug Description

Currently, the list of sort keys that can be used in non-type-versioned request is ('name', 'status', 'container_format', 'disk_format', 'size', 'id', 'created_at', 'updated_at', 'version'), which is wrong, because it's a list for v2 api.

For v3 we need another list: ('name', 'id', 'created_at', 'updated_at', 'version', 'owner')

The Artifacts effort became its own project ("Glare") in Newton. Artifacts code was removed from the Glance codebase in Pike.
