Bug Description

tox -e py27 raises SyntaxError: don't know how to evaluate 'num' '2.6' in installdeps.
I think we should update test-requirements.

Is there a more full stacktrace? I can't reproduce this locally, and it's not happening in the gate.

What versions of:

- pip
- setuptools
- virtualenv
- tox
- pbr (if any)

I could successfully run tests with run_tests.sh.
It's my mistake, not glance's problem.
