Bug Description

The glance-api.conf and glance-registry.conf configuration files should use the 'auth_strategy' option instead of the 'flavor' option to configure the authentication backend. Also, this option should contain a default value of 'keystone' similar to other services.

Deprecating the option should be simple. Defaulting it to keystone will require a blueprint/specification pair.
