1. edit glance-api.conf file and specify values for both filesystem_
2. Restart the glance-api service
3. Hit create-image api/upload image using horizon

filesystem_ store_datadirs and filesystem_ store_datadir are mutually exclusive, but the code isn't handling that properly.
