Restart glance when a image is uploading, then delete the image. The data of the image is not deleted.

Maybe, i reproduced this bug.
Steps to reproduce
1. upload image
2. kill glance-api when image status:saving
3. restart glance-api
4. delete image
Does it correct?
If it is wrong, please tell me the way to reproduce it.
