Image data is not cleaned up after many different upload errors

Bug Description

Image data remains in the data store after error. This is true for numerous errors. IMO glance should always clean up leftover, partial image data after error.

We had someone report this on Icehouse with glance v2, they were doing a negative test of uploading images and then deleting them at the same time, and the backing file was leftover on the system.

Hi Hemanth, Since bug 1256364 is only a subset of this bug, this bug cannot be marked as duplicate. the problem exists in the other store back-ends case(for example, filesystem), not only for swift store. so it still needs to fix. How do you think?
