    Add rabbit_durable_queues config option.

    Fixes bug 1054183

    Avoid AMQPChannelException: (406, "PRECONDITION_FAILED...") failures
    due to a mismatch between the durability of rabbitmq exchange/queue
    declared by glance and ceilometer.
