Swift backend uses Keystone v2 API by default

Bug Description

Currently auth_version in swift backend defaults to the swift_store_auth_version parameter if it is not defined in a separate config file to describe access information to Swift.

However the swift_store_auth_version parameter still defaults to '2'.

This means that users should always define the auth_version parameter to use Keystone v3 API, otherwise the backend driver tries to use Keystone v2 API instead.

This is not reasonable because Keystone v2 API was already removed a long ago.
