define mount_point for *fs drivers in glance cinder store

Bug Description
There isn't a config option in glance cinder store to customize the mount point path of *fs drivers which causes permission issue in some deployments.

Add config for cinder mounting needs
This patch adds a config option 'mount_point_base' by which we can point_base> /nfs, <mount_ point_base> /xyzfs etc. glance/ mnt/*fs.
provide the mount point for *fs volumes.
The different types of FS drivers will have separate directory for
mounting their volumes,
Eg: <mount_
The default mount point for *fs volumes is /var/lib/
