glance_store cinder backend is not nfs-aware

Bug Description

If using the Cinder backend, and Cinder is storing volumes on NFS, glance_store does not compute the correct paths for where to mount NFS volumes.

On a Queens deployment, Glance attempted to mount to /var/lib/cinder/mnt/ instead of a Glance-controlled directory.

When using Cinder NFS in Nova, Nova currently uses its own nfs_mount_point_base to generate a local path for where NFS exports are mounted. glance_store currently lacks this.

(Whether all of this should just be handled by os-brick etc. is also a point to consider, but as of now, it isn't.)
