Release in master branch behind stable/pike and u-c

A new release 0.22.0 has been pushed to stable/pike and upper-constraints in master branch, however last release tag in master is 0.21.0. This has two problems:

- u-c in master branch is not meet in glance-store master branch.
- Release in master branch is behind stable/pike for glance_store

I guess the best solution is to do a new release 0.23.0 in master for glance_store

Hi Alfredo, thanks for reporting this. We discussed it at today's Glance meeting (24 Aug). This happens around the time of each openstack release, as the release version in master usually isn't updated until some substantive change is merged and a new release is tagged. It doesn't seem to be affecting the gates, so we're inclined not to make a dummy 0.23.0 release, and plan to wait until there's a sufficient change in master that would call for a new release.

Feel free to explain more here, or put it on the agenda [0] for the weekly glance meeting (1400 UTC on Thursdays) if you'd like to discuss this more. There may be some impact that we're not seeing.
