Bug Description
The tests for stable/ocata are failing, as there is wrong constrain set in tox.ini - it uses packages for upcoming release (pike/master), where oslo.config is too new.
Setting the constrain to packages from stable/ocata solves the problem. This change was probably missed, as is present in stable/newton.
