This bug still exists. I did a completely new install of Ubuntu 18.04 LTS still after installing boot-repair from your source repo this error is occuring. Please look into it. Attached is a screenshot of the device I am using and below it is the occurence of this error.

ran into similar problem today:

user@debian: $ boot-repair

    gi.require_version('Notify', '0.7')

ValueError: Namespace Notify not available

OS is gparted live and installed boot-repair on it. The traceback message is also the last message of apt-get when installing boot-repair
