Bug Description

e5fbc6d:gitubuntu/clone.py:82 implies to the user that _any_ fetch failure is because an import needs to be requested. This is incorrect. When Launchpad has an outage, this results in users asking for imports for packages that are already imported.

Expected: any error message should only imply a repository doesn't exist if it is positively verified to not exist.
