build should allow (possibly by default) enabling of -proposed

Bug Description

Karl and I were building something in git ubuntu build and then in sbuild, and getting different results.
It turned out that that was because the package was FTBFS when enabling -proposed.

by default the schroot that 'sbuild-launchpad-chroot' sets up is with -proposed enabled.
by default the lxc container that 'git-ubuntu build' uses does *not* have -proposed enabled.

Thank you for the report. I think this is an oversight. git ubuntu build should definitely enable proposed by default.
