Bug Description
Now that git-ubuntu is in wider use than just the server team, we've started getting MPs in our overview that aren't really relevant for us to see.
We've talked about:
Removing ~canonical-server to the list of defaults
Adding ~ubuntu-sponsors to the list of defaults
Adding a user level configuration option to change the default list of reviewers

Agreed with the first.
Agreed with the second.
Agreed with the third (user level being .gitconfig git-ubuntu section?)
Finally, I believe the reason we didn't action this before was we were waiting on fine-grained Git permissions in LP, when we would be able to specify a meta-reviewer of UPLOADERS and ideally LP would be able to cross-reference that to those that are able to upload the srcpkg (e.g., it would be sponsors of that specific package, basically). Note, that there is already a LP API that can tell if a given user is able to upload a given srcpkg.
